The City of Beaufort entered into lease agreements with American Cruise Lines and SHM Beaufort LLC (Safe Harbor Marine) that violate the 1976 agreement to maintain the Waterfront Park for public use. The full 1976 Waterfront Park agreement and be viewed HERE.
In 2019, the city leased docks and associated facilities, including the dinghy dock and mooring field, to Safe Harbor Marine. This agreement effectively privatized significant portions of the waterfront, limiting access to those who pay for private memberships. Additionally, the city is required to provide parking for marina customers, further encroaching on public resources.
A clause in the lease states that the city must ensure “necessary parking to meet the needs of the Marina,” which includes one parking space for every boat slip customer. This use of public space for private gain contradicts the original 1976 agreement, which mandates that the area remain accessible for public outdoor recreation.
Implications of Privatization:
1. Restriction of public access to facilities originally intended for communal use.
2. Increased structural deterioration due to commercial activities, such as those by American Cruise Lines, which have already caused damage to the Waterfront Park structure.
